External evaluation of the regional good governance platform in Balkan and EU countries

The BI assesses the Regional Good Governance Public-Private Partnership Platform (R2G4P) – a regional, public-private initiative aimed to implement shared anti-corruption and good governance solutions in Southeast Europe through exchange and learning of innovative policy practices.

Based on a mixed-method approach, the evaluation project focuses on the assessment of the relevance, effectiveness, sustainability, and the proper progress of the R2G4P initiative. The key conclusions of the report i) confirm the regional relevance and added value of such initiatives, ii) encourage all type of stakeholders in applying data-driven policy monitoring and assessment methods in addition to the necessity of continued efforts to strengthen the analytical and advocacy capacities of the national stakeholders. We also found that lasting policy impacts can only be guaranteed if policy measures and cross-sectoral cooperations are coupled with systematic institutional-level developments. Finally, the main strategic trade-off of the R2G4P initiative lies in deepening the public-private partnerships already established and channel them towards more systematic reforms in the field of anti-corruption policies versus broadening the number and type of partners involved in the platform. 

Project details

The BI was assigned to run the evaluation project by the Chr. Michelsen Institute following a competitive tender. The project was financed by the ЕЕА and Norway Grants Fund for Regional Cooperation.
