Constructing indicators to measure PES efforts at the early activation of jobseekers

There are relatively few indicators related to the provision of early support to unemployed jobseekers by the public employment services (PES). The Employment Committee Indicators Group therefore requested the DG Employment, Social Affairs and Inclusion to develop a new indicator based on the formal requirements for PES to provide the following services:

profiling of jobseekers, provision of individual counselling, drafting of individual action plans. The BI’s role in the project was to propose indicators relevant for the benchmarking of early support services.   

The BI was commissioned by the ICON-INSTITUT to write a report as part of a larger project for the European Commission (DG Employment, Social Affairs and Inclusion)
