Development of municipal social services in North Macedonia

The Budapest Institute was commissioned by the UNDP to prepare a study on options for developing social services provided by municipalities in North Macedonia.

We assessed the current legal framework and the draft new legislation, as well as local and national strategies to determine the local provision of social services in terms of incentives and role division. We also reviewed ongoing projects and government measures regarding the decentralisation of services and assessed needs for local services and identified feasible ways for the public provision of these services in cooperation with the private and civil sector.

We made recommendations on improving financial and administrative incentives for municipalities along with options and good practice examples on developing particular services especially regarding home help and daycare for children and the elderly.
