Analyzing the economic costs and effects of deinstitutionalisation and supported living services in Ukraine

In the report we review the literature of deinstutionalization of adult people with mental or psychosocial disabilities in Ukraine; then, based on desk research, interviews, questionnaires filled in by Ukrainian partners, a study visit and administrative data as well as information on the experience of deinstitutionalization elsewhere, we create interval estimates for the expected costs (both for steady state operation and for investment in the transition from institutional to supported living arrangements) as well as the expected economic benefits of such a change, in line with the National Strategy for Reforming Psychoneurological Care Homes, Other Care Facilities, and De-institutionalisation of Care of Persons with Disabilities.
