An intensive meeting package may be effective in early activation

In this project, we investigated services and interventions that should be provided to jobseekers as early as possible when they become unemployed. First, having scrutinized the existing literature, we found that intensive personalised meetings were both effective and cost efficient. Second, we briefly reviewed the current approach to early activation in six case study PES. Third, for these six cases, we analysed the potential costs and benefits of providing an intensive early meeting package to jobseekers. We found that this approach can be cost efficient where the PES is relatively mature. However, a careful consideration of who these intensive services should be offered to is needed, as it is unlikely that providing it to more than 60% of jobseekers is cost effective.
