Employment policy analysis for the European Centre of ExpertiseBI prepares regular reports on Hungarian employment policy for the European Employment Policy Observatory (EEPO) and its successor since 2016, the European Centre of Expertise in the Field of Labour Law, Employment and Labour Market Policies (ECE). The aim of EEPO and ECE has been to provide independent analysis for the European Commission of labour market trends and the implementation of country specific recommendations by the Member States, and to assess the development and effectiveness of employment services and other service providers in support of the formulation of policy proposals. The country reports usually feed into a synthesis study prepared by the coordinator of the Centre, ICF, such as the Thematic review on skills shortages and structural changes in the labour market during the COVID-19 pandemic and in the context of the digital and green transitions (2023) or the synthesis report on incentivising the employment of persons with disabilities in the open labour market (2025). A few of our reports have been published by the European Commission, for example, our in-depth analysis of internal labour mobility in Hungary (2018). Recent country reports have focused on skills shortages, digital skills policies, the effectiveness of active labour market policies and the activation of persons with disabilities.
