Tightening early pension schemes - theory and best practice

This study was  commissioned by four trade unions affected by the recently published government plans to tighten vocational pension schemes. The study offers a brief review of theoretical arguments for tightening early pension schemes and three examples of implementing such reforms in a fair and efficient way.
