Budget requirements for Hungary implementing UN’s Protocol to the Convention against Torture

Hungary ratified the UN’s Optional Protocol to the Convention against Torture that obliges the signatory states to establish a system of regular visits undertaken by independent international and national bodies to places where people are deprived of their liberty, in order to prevent torture and other cruel, inhuman or degrading treatment or punishment. The Budapest Institute estimates the annual sum in the budget necessary for the Hungarian state to comply with its duties under the protocol. The study was commissioned by the Hungarian Helsinki Committee.
