Local governance in Hungary and adaptation of the European Local Financial Benchmark

The Budapest Institute, in collaboration with the Council of Europe's Centre of Expertise for Good Governance, has conducted an in-depth analysis of the regulatory, financial, and institutional landscape of Hungarian local governments. This study also explored the challenges faced by local self-governance in Hungary.

As part of this effort, we contributed to the Local Finance Benchmark Programme, which aims to enhance the financial and fiscal management practices of Hungarian municipalities. Working in partnership with the National Association of Municipalities (TÖOSZ), we developed the Local Finance Benchmark Index and successfully tested it with ten local authorities across Hungary.

This programme formed a key component of a broader project funded by the European Commission, designed to strengthen public financial management and capacity-building within Hungarian municipalities. Project details

The Budapest Institute was chosen as the Hungarian expert by the Council of Europe's Centre of Expertise for Good Governance through an open and competitive selection process. Following a recommendation from the Council of Europe, we were commissioned by TÖOSZ to contribute to the Local Finance Benchmark Programme.
